Mallow, 72, Chillicothe, died Saturday, March 28, 2009 at his residence following an extended illness. He was born August 31, 1936, in Chillicothe, to the late Gilbert and Carrie (Robinson) Mallow. On May 14, 1961, he married the former Phyllis M. Clary who died July 1, 1996. Surviving are children, Douglas A.

Mallow, Gregory A. (Freda) Mallow and Kimberly (Brian) Carpenter, all of Chillicothe; grandchildren, Brent Mallow, Ryan Mallow, Karie Smith, Tonianne Carpenter, Tyler Carpenter and Shannyn Carpenter; a sister, Carolyn Baker, of Springfield, OH; and nieces and nephews. He was predeceased by a brother, William "Bill" Mallow. Jim served in the U.S. I Marine Corps and retired from OU-C.

He was a member of AMVETS Post 4, Ross County Conservation League, Ross County Sportsman and Wildlife Association and was a founding member of the Springfield Township Volunteer Fire and Rescue. Funeral services will be held 1:30 p.m. Friday, April 3, 2009 in the Ware Funeral Home with Rev. Michael Cade officiating. He was born April 7, 1929 in Greenup, KY, the son of Albert and Bessie (Musick) Anderson. He was preceded in death by two wives. In 1989 he married Evelyn Graham who survives. Also surviving are daughters, Irene (Jeff) Flannagan, Indianapolis, IN and Leah (Jeff) Reeves, Duluth, GA; a son, James F. (Pamela) Anderson, Chillicothe; step daughters, Tanya (Alan) Gwinn, CA, April Clark, Sunbury, OH, Linda Sams, Toledo, OH and Julia Corra, Vienna, WV; step sons, Brad (Janeen) Baldridge, Columbus, OH, David Tomlinson, Lockport, IL and Bill Tomlinson, Louisville, KY; eight grandchildren, four great grandchildren, 15 step grandchildren and eight step great grandchildren; a sister, Mary Streevey, Chillicothe.

He was a second father to Diane, Karen, Janie and Sam. His parents; and a brother, Chester Anderson preceded him in death. Mr. Anderson was a conductor for the Railroad, retiring in 1991. He was a U.S.

Navy veteran. An active member of the Tabernacle Baptist Church, where he had served as a Trustee, was a member of the Gideons' International and a volunteer for Habitat for Humanity. He was a member of Scioto Lodge and the Scottish Rite. Jim had a love of life and following his retirement, he and his wife, Evelyn had traveled extensively. Stimulus funds for schools need new treatment BY JULIE CARR SMYTH AP Statehouse Correspondent COLUMBUS Gov.

Ted Strickland plans to change the way his budget proposal accounts for hundreds of millions in federal stimulus dollars for schools to assure the dollars are spent legally, and keep the money from the state's general fund. In a March 16 memo to federal education officials, Strickland chief counsel Kent Markus said the change will be made as part of upcoming House revisions to Strickland's $54 billion spending blueprint for the next two years, wishing to clarify that "our state's spending of these funds is in alignment with current law." The memo was obtained by The Associated Press through a public records request. Washington had warned states that a second round of education funding could be jeopardized if they don't spend the first round as Congress and the president intended. Federal officials called for the money to go directly to school districts, and not to be used to balance state budgets or replace existing state education funding. Strickland spokeswoman Amanda Wurst said Monday that an accounting change will move the $900 millionplus in federal stimulus funding out of the state's general revenue fund and into special revenue.

Some lawmakers have said the move will create a gaping hole in Strickland's budget, suddenly pulling millions from the pot he had intended to divide among public school districts through a newly crafted formula that lays out how much should be spent on each Ohio student. That per-pupil amount would vary, based on factors such as the district's size, its wealth, and the number of students needing special education services. The plan is centered on both a philosophical shift and a revised funding formula that boosts the state's share of the cost and lowers what local taxpayers are expected to contribute to local schools. Markus told education advisers Carmel Martin and Steve Robinson the governor set aside state and federal education dollars in newly created line items in the state's general fund, as well as creating accounting structures to segregate them for tracking and reporting purposes.
